Know your Council
A number of people in the village have asked for information about the Parish Council so hopefully here are some answers to frequently asked questions.
Who makes up the Parish Council?
There are seven parish councillors who serve a four-year term. The present council’s term last until May 2014. In addition the Parish Council employs a part-time clerk.
The current councillors are: Brian Hugill (Chairman), David Statt (Vice Chairman), Anne Galloway, Bob Moore, Julian Sleath, Lloyd Popay, Gary Segger. The clerk is Rebecca Hill.
Parish councillors are not paid but are required to conform to a code of conduct and declare any conflict of interest.
How is the council elected?
Craven District Council posts notices seeking nominations. Nominees need to be at least 18 yrs old and on the electoral roll, they also require a proposer and a seconder who are also on this roll. If there are more than seven nominations an election is held. If seven or less nominations are received all those nominated are appointed. The Parish Council has the power to co-op to fill a vacancy and may not run with less than seven members without permission.
How is funding obtained?
Basic budget comes via Craven District Council from a precept on our Council Tax which the Parish Council sets every year. In addition the Parish Council can apply for specific grants and receive donations from fund raising activities.
How do I raise an issue with the Parish Council?
Councillors are around the village and are happy to listed to anyone who wishes to raise a point. Formal contact can be made by:

- Attending the monthly Parish Council meetings. The first part of each meeting is for any member of the public to ask a question, raise a concern or seek council views or action, although they may not participate in the formal discussions without chairman’s permission.
Parish Councils have a range of powers to act but in practice have to work within a very limited budget and most do not take up all their potential powers. In addition to our formal responsibilities (see over) it: -
- Makes representation and comments on behalf of individual Villagers and the Parish Council to CDC and NYCC and other responsible bodies on matters affecting the village.
- Supports planting and the management of some open spaces in the village
- Hellifield Parish Council is a consultee on all planning applications, but it is not the planning authority. Planning rests with CDC
- Supports the Christmas lights.
- If you come to us with any matter that is not our direct responsibility we will still do our best to help and support you.
Yes, and it need not take up too much of your time.
- Let us know of anything we are responsible for that needs attention – we may have missed it
- Let us know your concerns over issues which CDC or NYCC or anyone else eg Network Rail are responsible for and support our actions by contacting them directly.
Let us have any bright ideas you have which we may be able to use for the whole village to benefit from.

MINUTES OF THE PARISH MEETING OF HELLIFIELD HELD ON THURSDAY 1st JULY 2010 IN HELLIFIELD INSTITUTE
1. MINUTES of the meeting held on the 3rd June 2010 were approved and signed.
Public Participation
Two residents had kindly volunteered to organise the Christmas Lights. They asked if the same amount of funding would be available from the Parish Council as the previous year. Councillor David Statt proposed that the amount of £1,000 be agreed as of previous years Councillor Lloyd Popay seconded the proposal.
A draft letter was circulated to the councillors for approval or amendment, The letter was to be sent out to local businesses asking if they wished to sponsor a tree or donate. The letter will go out mid July.
Councillor Hugill asked if Public Liability Insurance had been considered. The Parish Council Insurance company to be asked if they will cover as inclusive or for a small amount.
They also asked if the Christmas lights monies could be held by the Parish Council. All agreed.
There was a cheque to come from a resident to clear the previous account.
A Balloon race at the Hellifield Gala was being organised to raise joint funds.
2. BUSINESS OUTSTANDING
a) Station Road Play Area - Opening Ceremony
It was suggested that a weekday or Friday around 4 p.m. would be a good time and to try obtain someone like Julian Smith to attend.
A list to be compiled of all guests obtained from the organisers. The Clerk and Councillor Bob Moore to meet up to discuss and organise further.
Councillor Brian Hugill will obtain a quote to do the ramp for the Disabled entrance and then email round to agree if its acceptable.
b) Thorndale Street Play Area
Matting was needed to the area. The Hellifield Playgroup and Youth meeting to be invited to discuss the requirements
c) Benches
CDC car park needs treating and cleaning – Village handyman to be asked.
Underpass needs painting as a priority.
d) Litter Bins
CDC Waste management to be chased up regarding the Litter Bin up station Road for the new Play Area. Clerk to email.
Dog bins required for Hammerton Drive/Station Road/ Layby at West End /The other side of the underpass and the Top of Haw Lane.
4. STREET LIGHTING
Letter was received regarding quoting for street lighting contract. Councillor Hugill left the room. A response to be sent that the when the Street Lighting contract comes up for renewal in February 2012 they are welcome to quote.
5. PLANNING ITEMS
a) Approval of planning application ref 42/2010/10088 for Outline application for 3 no two storey dwellings and associated parking and access at Sunningdale Main Street Hellifield.
b) Notification of Appeal ref APP/C2708/A/2129598 Land at rear of 44 Thornview Road. Any new points to be sent to the Planning Inspectorate by 16 July.
c) YDNPA Planning Application Little Newton C/42/601D Full planning for erection of agricultural building for housing dairy replacements. No objections to be sent to the Yorkshire Dales National Park.
d) Appeal against refusal of planning at Gallaber notification of the Public Inquiry on 10th August at CDC offices at Granville Street at 10.00.
6. ALLOTMENTS
a) Email from a tennant raising the request for a Water Supply and sheds and greenhouses on the allotments. Councillors David Statt and Bob Moore declared an interest and left the room.Clerk to respond that the Matter of the Water Supply would be looked into and a quote obtained from the Water Supplier.There had been an occasion when subject to a design being submitted the Parish Council had agreed to a tool shed.
b) Letter from another resident regarding the water supply and sheds and greenhouses.A response to be sent that the matter was being considered but the consensus was to look at the design of the shed being proposed. The resident would be invited to the meeting to speak when all information had been gathered.
c) An email was received asking if the Parish Council would consider selling a piece of the allotment land to resolve a parking problem. Councillor Hugill to respond that it set a precedent and that it would not be possible.
10. MEMBERS QUESTIONS AND REPORTS
Councillor David Statt
Suggested a village walkabout just before the next meeting. Date and time to be notified.
He also reported that signatures for another Councillor needed. Councillor Lloyd Popay to be added and Councillor Anne Galloway to become the 4th signatory for the SBS account.
There has also been a report of an offal wagon through the village which appears to be overloaded and open. If a registration is noted, it is to be sent to Environmental Health.
The allotments will need to be re-measured. Clerk to assist.
Councillor Bob Moore
As a result of the village tour the bench on the new play area has been reported broken. There is also an old bench in the hedge at Station Road – Councillor Hugill will remove.
The wall that was damaged by a car has still not been repaired. Councillor Hugill will find out whose responsibility it is to repair.
Hellifield Youth meeting launch is on the 10th September. Opening nights are Fridays.
Clerk to write and thank Rev Briggs for his perseverance in getting the development of the Wesley Centre.
District Councillor Helen Firth
A dog fouling petition was presented at the meeting and Councillor Firth advised it would need a covering letter to say what action the petitioners were asking for.
She also reported that CDC has a new management structure and that they were losing a Director at a saving of £150K. The District Council had to save in the region of 1.5K in the next 4 years. The futures of Skipton and Settle Town Halls were at stake.
Councillor Gary Seggar
The light on the car park has now been fixed by CDC and the bollard has now been replaced. The trees surrounding the car park have been trimmed but will want cutting back again soon.
Councillor Anne Galloway
Reported the metal plates at the entrance to Beck House are loose and noisy and a possible trip hazard. Clerk to write to all three houses.
Councillor Brian Hugill
The barbed wire across the footpath in the fields behind Peel Terrace and Pendle View have lost all their protection. Councillor Hugill will repair.
He also reported that the padlocks and bolts are now on the football hut.
The Post installation of the Station Road playing field had taken place and just waiting for report.
The contractors have now removed the large rubbish heap from the allotments. There is now vacant area which now needs the hedge cutting back. An option would be to offer to Plot 1. Clerk to contact the tenant.
